I use Notepad++ for this.

This editor has a Translate plugin by Shaleen Mishra that works with Bing or MyMemory (I can't use Bing):

highlight, translate, recopy - the MT4/5 editor should be able to do that too!

Or those who judge the submitted articles and programmes should make sure that everything is commented in English, but unfortunately ...
