MT4 start of new 60-minute bar time

Hi

in MT4 i want a new 60-minute bar to start eg. 00:58, 01:58 etc. & a new 30-minute bar to start at 00:58, 01:28 etc. instead of 01:00, 01:30, 02:00 etc.

I use no timeframe smaller than 30-minutes.

The reason i want to do this is so that no new bar will start at the exact same second as a news release that occurs on the hour or on the half hour.

How can i do this?

Changing start of the day time from 00:00

I'd also like to know if it is possible to change the start of a day time from eg. 00:00 to 23:00?
