Seems there is no official MT4 terminal downloads anymore - both https://www.metaquotes.net/en/metatrader4 and https://www.metatrader4.com/en/download provide links to mt4setup.exe which installs MT5 !
Is that correct?
Yes, it's a marketing trick to push MT5.
You have to use the MT4 download links from the broker you like to trade with.
