What programming is required to develop an indicator analizer?

Hi,

I am a programmer, my boss has required me to develop a program for MetaTrader that can read his current indicators (7 moving average, 1 MACD and 1 Konkorde).

His Idea is that a program recognizes certain signs from those indicators, so then a buy or sell.

 

What language, script, MetaEditor or whatever, is required to accomplish this? 

 
It's called an EA. learn to code it, or pay someone. We're not going to code it FOR you. We are willing to HELP you when you post your attempt (using SRC) and the nature of your problem.
