sounds like you install is messed up. Nothing in AV logs?
A clean install from the banner at the top of this page, to a separate folder, will get you 610 metaeditor.exe and mql.dll, If you let it run and upgrade you'll then get the new 616 metaeditor.exe which does not have the mql.dll
