Right click, select property, read button : Open with Microsoft HTML Help Files or just re-download again

And make sure you have the file on your local harddrive . . . not on a shared drive in another machine.

I had a similar problem. Try this: right click on the file; under the "General" tab down at the bottom, it says something about security and has an unlock bottom; click the unlock button and click on Apply, and then click on OK. You should be able to open the file after this procedure. At least this is how I was able to solve the problem that I ran into when I downloaded that file. Hope this helps.
