Help with time based EA

Hello, Can anyone create an EA that writes rates to a file for a certain time period, only remembering or recoeding the highest and lowest points during a specified time period. Then once that specified time period is up, it places Stop entry order x amount of pips away from the highest and lowest rate for that time frame. Inputs Start time- time the system will start writing the high and low rates to a file each trading day. End time - the time the system will stop writing the rated to the file. Entry order gap- the difference or space between the highest and lowest rates written to the file, and the stop entry orders that will be automaticlly placed. take profit in pips- take profit for the entry orders stop loss in pips- stop loss for the entry orders thanks in advance
