How to build this strategy?

Hello,

What would be the command for this :

If EUR/USD 4-8H Candle close = LOW...

and if GBP/USD 4-8H Candle close = LOW

then sell EUR/USD

Thats mean if the EUR/USD Last candle was LOW and the same with GBP/USD --> sell EUR/USD ..

*4-8H = this mean the candle from 4 till 8 AM (one candle)
