Only Meta-Quotes can decide the intend. So far I believe Meta-Quotes is saying it's OK by allowing programs which copy signals within the mql5.com[ market ]. 

I suspect you may be correct but the clearest way to stay within the rules is to stay within what is written not what one interprets the written rules to mean . . .  thats all I was saying, users should make themselves aware of the rules,  understand them and the risks they expose themselves to when they go outside of what is written.
