Why return 133?
Most probably you have to allow live trading . . .
Tools > Options > Expert Advisor Tick "Allow live trading", if you are using an EA you should also do the same in the EA Properties.

I use the MT4 platform from Pro Brokerage. The simplest operation, OrderSend(Symbol(),OP_SELL,1,Bid,3,0,0,"",MAGICMA,0,Red), returns 133(trading is disabled) all the time.
