Try to copy the file to MT4's experts folder in Windows 7 'virtual store' folder of MT4. It should be somewhere here -> C:\Users\user_name\AppData\Local\VirtualStore\Program Files (x86)\...
An alternative solution is to lower the security permissions of the MetaTrader4 directory within Program Files (which is what I am doing). Then MT4 does not use 'Virtual Store'. You can find more info here -> https://www.mql5.com/en/forum/112576.
