I need to modify my existing indicator to send me a text message or a sound alert, how?

I have a basic pivot point indicator that only displays R3, S3 and the daily central pivot. I would like to modify the indicator as follows:

• The ability to choose sound alert, email alert or both when the indicator is added to the chart.
  
• Sends an alert when 2/3 of the day goes by and the daily central pivot has not been hit.
  
• Sends one alert per day when either S3 or R3 is hit.

What is the best to achieve this? I can do programming so maybe someone can point me to a similar example or maybe you can suggest an reasonably priced, reliable MT4 programmer.
