This is russian proverb:

There is famous russian movie related to this proherb ... this is very lyrical comedy movie about 'we can find love and we can easy lose it' ... we (in russia) watch this movie every year before New Year (for more than 10 years) ... after that - Speech of the President ... after that - my birthday - after that (1 minute later) - New Year. :)
