Lame question on techical indicator's time frame

The value of the indicator (typically) changes with every tick in the current bar.
.. price changes, so the caluclation
if the indication in the current bar changes.
Watch it very carefully, maybe use the data window to see the values.

Let's consider that my EA is running on H4 chart. I call iRSI(NULL,0,14,...), which means that I call iRSI indicator for current pair, current time frame (H4 now) and 14 periods. So it means that in this situation period == 14 and iRSI will be calculated from last 14*4 = 64 hours, am I right? And is changing every 4 hours...
Could someone explain me why several scalpers I've found are working on e.g H4 or D1 charts? There's something what I don't understand...
