Licensing system for

I am looking for a programmer that can build a custom licensing system for MT4 and MT5 EA's.  I need a standalone system that I can manage after creation that does not depend on anyone else's server or software.  We had a system designed and the programmer became non responsive so now we have to start from scratch.  The end goal is a system that is menu driven, has the ability to manage unlimited amounts of clients as well as EA's.  The system should serve as a customer data base with access to performance and so on.  License should be available based on several things such as account number, name or ea serial number.  Please let me know your time frame to get this done in first reply.  I am looking for a developer who already understands the process and not someone who is learning on the spot.  I require source code for ea's as well as all files to set this up.  This setup should be manageable without your help down the road.
