Several Horizontal lines based on timings

I am looking for someone to make an indicator that has the following (ALL based on UTC -4 settings or EST + to convert to Daylight savings time if needed so it must have the ability to convert the time to the broker time correctly but the core is EST or UTC-4)

One line that starts everyday at 00:00 and runs till the next midnight we will call it TDO (Fixed time)

One line that starts everyday at 01:30 runs till 07:30 we will call it LO (Fixed time)

One line that starts everyday at 07:30 runs till 13:30 we will call it NYO (Fixed time)

One line that starts on a Monday at 18:00 and runs till next Monday at 18:00 and we will call it TWO (I'd like a setting on this where we can change the time to 00:00 instead of 18:00 on the Monday depending on the user)

One line that starts on the second Monday of the month at 00:00 and runs till the next months second Monday at 00:00 and we will call it TMO (The user should be able to edit the date the line starts + time 00:00 or 18:00)

One line that starts on April 1 at 00:00 of a year and continues to draw till April 1 at 00:00 the next year and we will call it TYO (Fixed time)

Each line can be customisable with color, thickness as well as style as well as the option to turn on or off.

The above is the main job, I'd like a quote for the separate job to also add boxes or a border outline drawn based on price at specific timings off UTC-4 or EST on the chart as well, Box 1 18:00 - 00:00, Box 2 00:00 - 06:00, Box 3 06:00 - 12:00, Box 4 12:00 - 18:00.

Would prefer if they are all in one indicator.
