Monitoring spread

can someone able to do spread indicator or script see in attached 

it will appear when ever spread  will appear lower than 0.3  and higher than 4 ,  as we can select lower or higher  in indicator  it should keep all record so  when ever we open mt4 it will not disappearn

need more explaination  let me know
