Did you followed exactly the instructions in the overview page ? They are very precise to how to activate the alert.

I don't see any icon in the shape of a bell. Where should it exactly be?

Instead of bell's shows as disabled, the letter "A"

If the "A" appears instead of the bell icon, that means your computer is missing a standard Windows Font.
