Expert Advisor that incorporates Machine Learning/Neural Networking

I am currently looking for someone to program an Expert Advisor that incorporates some sort of Artificial Intelligence or Machine Learning, preferably Neural Networking. I know how difficult Machine Learning is, so I am willing to negotiate a price.

Criteria:

- Trading robot that can be used with MetaTrader 4.

- Automatic trading, with sound risk management.

- Doesn't matter how fast it trades, preservation of funds and profitability matters most.

- Demonstration of use / evidence of backtest. 

- Source code included upon completion.
