Embarcadero delphi enable-disable the GPS programmatically on phone device

i need expert in embarcadero delphi (tokyo or belin or rio is best ) i want  to enable-disable the GPS programmatically on phone device without ask user ; and get coordinates  latitude,longitude.

but fast app with fast result i have some code source and project but is not speed and other ask yser for enable it manual
