Show Trading Alert: Price reaches Priceborder + RSI value

For my trading decision I use the indicator (PriceBorder) + RSI.

So I do not have to search all charts manually, I would like to have the opportunity to issue an alarm.

Alarm appears under the following conditions:

1. Touch the priceborder

2. RSI (21) - High Level 65 / Low Level 35

3. RSI (4) - HighLevel 90 / LowLevel 10

Once all three requirements have been met, an alarm is issued.

Important: I need to be able to adjust the RSI values and priceborder values to the alarm.
