Telegram Channel Signal to MT4 EA

I have trade signals i get by telegram channel I'm not an admin so I cannot add a bot to the group, I would like to have a robot designed to read those message for trade inputs and open based on the signals.

EA must be able to scan my telegram Message app 

Read signals sent 

Have lot size field (user changeable field) for order size.

Open trades on the mt4. Then for Take Profit and Stop Loss I would like a user interchangeable function where I can choose tp1, tp2, tp3, and select or not select the SL

Example is I select tp1 and tp2 and the EA will then open two orders same price but one with tp1 and the other with tp2 or maybe all three TP or none at all just open order all dependent on what I choose.

Read signals every 20 Second or higher (user changeable input)

must be able to have password and login to access the EA
