I have zero experience with this so bear with me.

I need a semi-automated script/software/programme (need the source code too).

The script/sftwr/prgrm would simply need to give me a message when X happens (NOT open/close positions). It would be working on the same indicator applied twice with different frequencies and I will need two types of messages (subtle and a more invasive one).

An example of when I would need a subtle message:

If the requirements are fulfilled while the current bar/candlestick is being formed. E.g. if I am looking at an hourly graph and the requirements are fulfilled at 13:27 then a subtle message is needed (to direct my attention to that particular symbol). Here I would also need a cooldown of 15minutes. I.e. this type of message can be generated for a particular symbol only once every 15 mins (so I do not get 1000 messages within that 1 hour).

An example of a more invasive message:

When the current bar/candle has finished forming and the requirements are still met. H1 graph, requirements are met at 13:27 and at 14:00 they are still being met as a new bar/candle is formed then I need an invasive message.

The requirements:

Four possible triggers of a message which are quite similar. Here is an example: faster indicator is crossing its 0 level from the bottom up (i.e. going from <0 to >0) while the slower indicator is at >0 then I need a message. The other 3 scenarios are similar, say when the faster one is going from <-50 to >-50 while the slower is at >0, etc.  

Need this to work on currencies, stock markets, and commodities on an MT4 platform.
