A script of start timer for EAs,to control EAs to start trading (for Bahrom Juraev)

 Already existing EAs does not have time control parameter,needs script to regulate start hour. The scripts needs to contain changeable parameter for starting hour.For example start hour 20:00 brokertime for some EAs. The parameter needs to be changed for 18:30 for some EAs.
