Integrating two custom indicators into an EA

I'm looking to have the signals generated by two custom indicators integrated into a fully functioning EA. 

The first indicator is the HGI indicator (attached). Full instructions/code for using custom call with this indi can be found here -  http://www.stevehopwoodforex.com/phpBB3/viewtopic.php?f=15&t=4901 

The second  indicator is the MA_in_color indi - moving average indicator which changes colour to represent when the trend is up/down/flat

Entries: Using HGI (Trend Up arrow and Trend Down arrow) signals in conjunction with several instances of a colour-changing moving average. Once these signals agree, within a specified range of candles, the open long/short is triggered. That's not a great description so I've attached an image - the vertical lines represent where I would see this EA entering. You'll notice the fourth line is miles away from the last HGI Buy/Up arrow signal - I would need to somehow be able to define how far back to look for the HGI buy or sell signal and a way to use the fastest MA in colour change to enter, exit and re-enter trades. Inversely, when the colour MAs are all in agreement we would wait for an agreeing HGI signal for the entry. I will need the option to use the HGI signal (True/False) - without it, the EA will run solely on the Ma in colour indicators (up to 4).

 I would like as many options relating to trade management as possible - the shell codes found here already have plenty of built in options http://www.stevehopwoodforex.com/phpBB3/viewtopic.php?f=15&t=79

 I have spent a considerable amount trying to get this work done already so I will only hire if you can demonstrate a clear understanding of the requirements. I will need the .mq4 file, not just the .ex4
