New indicator needed for MT4

I need an indicator tracing horizontal lines starting from the following formula, within a time interval to be determined:

A UP line = the HIGH value of a time frame (variable, to be specified) + ATR * X (variable, to be specified)

A DOWN line = the LOW value of a given time frame (variable, to be specified) - ATR * X (variable, to be specified)

Variables to be selected:

ATR period (14, 30, 100, ecc)

ATR data timeframe (daily, weekly, monthly, quarterly)

Horizontal line time interval (eg 06.00-06.30)

IMPORTANT: ATR values will be derived from a different time period than the one which will be used. IE: get ATR 30 daily values and use them in a M30 periodicity chart.
