Software which read txt files and sends order on MT5 without EA

I need a software which can: 

- read severals txt files, generated by another sw, in which it is generated one row for each new order (order from the same txt has the same "name" to be used in the MT5 order comment column)

- if a new order is present on the txt file (so a new row appear) send the order to MT5 (without an EA on MT5 chart) checking if a previous order with the same name is present and send the correct order (for example if a previuos long is present and a short order appears in the txt file, a short reversal order has to be send)

- read and use a "table" in wich I can map the instrument of the txt file (for example ES future) into the MT5 corresponding instrument (e.g. SP500 CFD)
