Heiken Ashi and Price Action based EA

I'd like to have a developer make me an EA which will use a combination of multi timeframe Heiken Ashi and price action. 2 higher timeframe Heiken Ashi will determine tade direction when in agreement, i.e. both bullish or both bearish. When both bullish, only long trades may be taken and when both bearish only short trades may be taken. Entries will be after a high/low is swept (traditional japanese candlestick 3 bar fractal) and a 3rd lower time frame heiken ashi reversal occurs. The 2 higher time frame candles can still be forming, i.e. they dont have to be a closed candle. The 3rd, lower time frame candle must be on a close. I need to be able to see the status of all 3 time frame heiken ashi on the chart, including when using the strategy tester. For example in a table which would show green or red, bullish/bearish for eachof the 3 timeframes. I don't need to see heiken ashi candle sticks, I'd prefer to see traditional japanese candlesticks. I must be able to set either a risk to reward take profit or a time based take profit, i.e. close the trade at a specific time. I must be able to take partial profits. I must be able to set the stop loss to move to break even. I must be able to select a trailing stop with adjustable distance in pips. I must be able to add a 'buffer' to the stop loss. The stop loss will be defined by a swing high/low but I want to be able to add a 'buffer', defined as an additional number of pips. I want to be able to add a news filter for major economic news which affects the currency pair that the EA is trading on, e.g. for EURUSD switch off at a pre-determined amount of time before any major EUR or USD news and then turn back on again at a pre-determined amount of time after the news.

For long trade:

1. Both higher time frame heiken ashi are bullish (can still be forming and not closed).

2. Price action sweeps a previous swing low (3 bar fractal) on a lower timeframe.

3. Lower time frame heiken ashi closes bullish.

4. Market order buy with SL below the new low after the sweep.

For short trade:

1. Both higher time frame heiken ashi are bearish (can still be forming and not closed).

2. Price action sweeps a previous swing high (3 bar fractal).

3. Lower time frame heiken ashi closes bearish.

4. Market order sell with SL above the new high after the sweep.

Inputs need to be the followng:

1. Risk % based on balance, to 1 decimal place

2. Trading start and stop time with 3 selectable sessions, i.e. session 1 start and stop, session 2 start and stop, session 3 start and stop

3. Selection of 2 higher timeframe heiken ashi for trade direction

4. Selection of 3rd, lower time frame heiken ashi for entry.

5. Selection of timeframe for price action high/low sweep.

6. Risk/Reward based TP

7. Time based TP

8. Partial Profit selection including percent of position to close and at a selectable risk/reward, e.g. close 50% at 2:1 RRR.

9. Move stop loss to break even at a selectable RRR

10. Optional trailing stop with selectable number of pips to trail by.

11. Stop Loss 'buffer' with selectable number of pips to extend the stop loss beyond the default high or low.

12. News fiter which allows the EA to stop trading for a defined period before applicable news and restart again after a defined period after the news.
