Can you create a script that auto creates horizontal lines at certain times that I can input?

I need a script that creates auto horizontal lines at certain times I specify

For example: at 9:45am EST I need a line to automatically show. Then at 11am est another line can show and any other times i need a line to show

horizontal line needs to be where stock price is at 9:45am est

If price at 950 then auto generate horizontal line a current close price

Just need horizontal line to auto generate at time frames I specify. you can give me up to ten time frames

I need eastern standard time

 just need multiple time frames for new york session

9:42am

11:00am

12pm

1:50pm

And can you set it up where i can change the time frames when needed?
