MT4 Rescan Server Tool

Hi. I need a coder that can make a "ea" that rescan the servers, in the Mt4 terminal, if the ping (ms) goes above a given number. The ea must rescan the servers until it finds a server with a latency below the input value. The EA must also have a input that tells how offen it should check the server latency.
