An Expert Advisor based MT5 Indicators and intermarket pair analysis needed

I need an MT5 programmer who can produce an EA that can ASCERTAIN the currencies which are very strong daily and currency which are very weak among 28 pair of currency USD, JPY, CHF, GBP, EUR, AUD, NZD, CAD pairs.

Example i do my market pair analysis myself to help me know which currencies are strong and which currency are weak and it takes me a lot of time sitting on the system. Let me explain more with EUR/GBP, USD/JPY.  When EUR/GBP move bearish for the day i believe EUR is stronger than GBP for that day and when EUR/GBP is bullish for the day i believe GBP is stronger for that day. Furthermore when USD/JPY is bearish for the day i believe USD is stronger than JPY for that day and when USD/JPY is bullish i believe JPY is stronger.

NOTE: Applying this in trading strategy if EUR is stronger against GBP(Bearish) it means against other strong currencies it is paired with it is a no trade market. The strong pairs will be struggling to give even one pip. And when paired against weak currencies there is always alot of pips for profit. The same goes for USD/JPY. If USD is stronger against JPY, it means USD will struggle with other strong currency and when it pairs with weaker currencies there is a lot of pips. Furthermore, there are occasions where EUR/GBP is bearish or bullish and USD is still stronger than both. All this illustration has a vice versa. I need currency strength and the indicators i will mention added to the EA for opening a buy and sell order.

Kindly add Advanced fractal, Stoch RSI and MA to match the currency strength for signal.

For MA on timeframe M1 to M15 ( SMA 5, EMA 20, EMA 100)

For MA on timeframe M30 to Monthly (SMA 3, EMA 10, EMA 100) 

Attached is the advanced fractals, stoch RSI.

Traditionally we all under MA is about the crossover up and crossover down to determine signal buy and signal sell and the STOCH RSI crosses above and below to signal sell and buy. I need a synchronization in the alert the fractal, MA and Stoch RSI to match and signal buy and sell. While the currency analysis to signal which market will trend (remember strong currency against the weakest currency) therefore EA trading and advicing on the pair.

PLEASE NOTE: if you have a far better way to make this currency strength work with this indicators to signal buy order and sell order i will appreciate. I really want a very strong programmer for this EA. Very important.
