Pending Orders Up and Down EA Needs Fixed

My EA places pending orders above and below the current price. Once a target profit $ or target loss $ is executed, the EA deletes all pending orders and restarts by applying a new set of pending orders.

When the EA restarts after a target profit/loss, sometimes the EA does not create pending orders in the up or down direction even if "Up & Down (Both)" is selected as the value.

Specifically, I need my EA to always create both Up and Down pending orders after a target profit/loss is met.

The problem can be seen when back testing the EA (see attached).

Maybe creating a delay after the EA closes will help alleviate this problem, I do not know.
