I need an Extreme Expert Advisor

Greetings fellow freelancers of the MQL Community.
I am looking for someone who can program a EA for me that will be able to automatically place trades based on multiple technical analysis.
This will be a large job and I require someone who is dedicated to help update the EA as market conditions change.

Expert Advisor Functions

I have all functions and documentation written down on what I would like the Expert Advisor to do.
these processes should all be automated and completely human-free.

- Do a pre-market check and send Data (report) through a Telegram Bot

- Send Trading Performance Data (report) through Telegram Bot

- Open & Close Positions based on multiple Trading Strategies

- Move Stop Loss on Active / Current positions to protect 

- Risk 10% to 30% of balance depending on probability of position

- Automatic Lot size Calculator based on account balance

- Be able to Trade on multiple Symbols ( TBA )

- Timeframe 15m, 1 Hour, 4 Hour

I have a full report and document written up of how exactly I want the Expert Advisor to perform.

Prototyping

I will need to see the prototype working before deadline. 

Source Code

I will require all source code for the EA once it is completed and working to my conditions and requirements.

Backtesting / Live Testing

I will require backtesting on previous data and current data

For the right developer

This would be a ongoing project and need updates in the future.
The chosen developer will have alot more work coming there way
once the project is completed and to my satisfactory
