Need to create a custom indicator based on Support and Resistance (S&R)

I'm looking for an experience programmer and designer to create an indicator based on S&R. If the project runs smoothly, and the indicator does what it is suppose to, I will eventually ask the same programmer to create an EA based on the indicator. Thus only apply if you are capable of doing both. BUT FOR NOW, only the indicator is needed.

Once the price of the S&R is found based on the explanation given in the document, the indicator would create a horizontal trend line that can extend to the left or right or both. Color, width and style are explained in the attached document.

This indicator also shows or hides a sub-window with a meter indicator, the meter is calculated based on S&R described in the document.

Lastly, there is a dashboard that tells me information about the distance between S&R. Also explained in the document.

I'm putting a budget of $30 but we can negotiate if needed.

EDIT: something I forgot to mention was that the code has to be clean, easy to read and with comments; follow mql best practice and I need the source code at the end of the project.
