I need an Indicator with multi scanner pairs on different timeframe option

Hi, I need an indicator to be developed based on 2 other indicators.  It is very simple as I just need an BUY/SELL arrow after confirmation from 2 other indicators which I will send you.

Requirement:

As you can see in the screenshots, 1 indicator gives you support and resistance levels and 2nd indicator gives you predefined overbought and over sell levels.

BUY Arrow:  When the candle closes exactly just above the support level color without any gap between the candle price and the support level color and the oversell level paints red color at the same time as the price has reached the oversell level as you can see in the screenshot.  When both things occur, exactly at the start (as soon as candle starts) of next candle i need a BUY arrow signal.

SELL SIGNAL:  When the candle closes exactly just above the resistance level color without any gap between the candle price and the resistance level color and the overbought level paints green color at the same time as the price has reached the overbought level as you can see in the screenshot.  When both things occur, exactly at the start (as soon as candle starts) of next candle i need a SELL arrow signal.

I need this something like which can scan all pairs or have a input where i can enter the pairs which it can scan on different timeframes for same logic to get a signal.

My requirement for this is to trade binary options so please keep in mind every second of arrow delay is a loss, so i need exactly on next candle start.  Please see the screenshots attached for understanding and then we can discuss further if you have any doubts or concerns.  I will share you both indicators too to look for.
