Create a simple indicator that loads a JSON file from a website and displays the result on the chart

i need a simple indicator that can load data based on 2 conditions

if trades are open, it will query a website every bar for a JSON file and display the elements on the chart 

if no trades are open, reload the data only every 15 minutes.

thats it.

i would need it immediately so first come first get ! 

if you can or the same for cTrader as well i will prefer your offer as i need it for both platforms.
