Can not. That is not possible. Example: GBPUSD 1.4536  EURGBP 0.7757  difference=6779 pips. see

On chart H4 1105 pips , MN =2811 pips.  Highest on chart [GBPUSD] <= Highest on chart [EURGBP] and vice versa.
