Yes, of course, it does come with a settings file.

However, in the free version the settings are not editable. To access and modify all features and full configuration options, you would need to use the main licensed version.

In the free version, the settings are not editable because it is intended only to help users become familiar with the strategy and the EA’s basic functionality. However, in the main (full) version, all features and settings are fully enabled and customizable.
