"Bars" is the number of bars by which the current volatility price is calculated. Minimum - 2 bars.
"Deflection" is a coefficient relative to which the quadratic proportionality to the volatility price is calculated.
The signal arrow appears when the estimated future price of the quote goes beyond the coefficient. Thus, the lower the Bars and Deflection values, the more sensitive the indicator.
The level at which the arrow is placed on the chart is the breakout level for changing the existing trend.
For example, a bar closed below the BUY arrow (or above the SELL arrow) - the trend may change to the opposite one.
The choice of parameters depends on the trading strategy used.

If the indicator is left running, the arrows are all over the chart. Can this be fix?

Right click on the chart. Select "properties".
In the "Common" tab, check the "Chart on foreground" checkbox.
