Customized Signals automated via Email

I'm looking for a programmer to create the following:

GOAL: evaluate price, volume + a number of indicators for N symbols in real-time, run customizable algorithms and send email in case of the algorithms returns a "true".

FUNCTION #1:

- the code permanently runs in the background and records the following data for "N" signs:

       0. price => "M" last values, volume (time interval as chosen in the symbol-chart)

       1. tick volume => "M" last values (time interval as chosen in the symbol-chart)

       2. custom indicator 1 (xx1.ex5) output => "M" last values (time interval as chosen in the symbol-chart)

       3. custom indicator 2 (xx2.ex5)output => "M" last values (time interval as chosen in the symbol-chart)

       4. custom indicator 3 (xx3.ex5) output => "M" last values (time interval as chosen in the symbol-chart)

       ....

       L. custom indicator XYZ (xyz.ex5) output => "M" last values (time interval as chosen in the symbol-chart)

==> function 1 generates an array with N x L x M entries

FUNCTION #2:

- reads N x L x M array and splits it up to generate "N" individual L x M arrays

- performs algorithmic operations for each of the "N" signs (for example look at last "M" prices and the last value of one of the indicator 3 and then write a "true" or "false")

- the boolean result from each algorithm is saved in an array [1 x N]

FUNCTION #3:

- reads [1 x N] array

- if a "true" is detected for one of the N symbols, an email is sent via MT5 with an integer in the subject, which corresponds to the symbol
