Simple indicator

Hi. Does anyone write a code of a indicator according to the spec below?

An indicator to show Up/Down arrow when all of the following conditions are satisfied:

1. Closed bar price come above/under the MAs.

2. CCI is above/under the 0 level.

3. The signal (slower) line of MACD is above/under the 0 level.

The same direction of arrow should not appear until the chart passes Number of Wait Bars.
This indicator would also have functions to make alerts/push notifications when the arrow is indicated.
