Bug Correction of an EA + News stop

Specification

I've an EA that I wrote myself as a prototype


but I've 2 issues with it, 

1. when the EA is opening a trade (called CONFIRMED_TREND in the comment), it opens it multiple times (I want only 1 CONFIRMED TREND per pair)

2. Even without a stop, it closes the CONFIRMED_TREND anyway, should be a small problem in a loop


and I'd like to add a feature for a news stop with a bool flag

so if I set it to true, no new trade should occur before and after x minutes (parameter as well) from an event.
