Custom price patterns scanner

I need experienced programmer to build an EA based on a library of about 40 price patterns (very simple stuff, e.g pattern "1": close day1 > close day2 and close day2 > close day3) that would generate a trade on a specific triggers (e.g. if pattern "1" is true then open trade long at the breakout of yesterday's high). I need to compare each pattern individually when running strategy optimization being able to set a starting pattern and the end pattern. Incremental step is not relevant as I must check all one by one. What I don't want is the strategy tester to run the backtest using all the custom patterns simultaneously. 

As additional filters on the input variables I need also strat/end time for trading, weekday and duration of trades. 

Basically what I'd like to see on the EA input properties window is the following list of variables to be used in the optimization process:

- pattern type (from 1 to 40 + disable)

- trade direction (long, short, both)

- triggers (there are three triggers: 1. breakout of yesterday's high/low, 2. candle closes outside bollinger bands then price reverses closing inside the band on a following candles, 3. open trade at open of next bar)

- trigger direction (long, short, both)

- BB period

- BB deviation

- type of order (market, stop&limit,| is this function doable? I'm not sure how to manage this requirements)

- UTC offset (used to set UTC from -12 to +14)

- start time for longs (time filter to open long trades + disable; based on UTC settings) 

- end time for longs (time filter to close long trades + disable; based on UTC settings)

- start time for shorts (time filter to open short trades + disable; based on UTC settings) 

- end time for shorts (time filter to close short trades + disable; based on UTC settings)

- duration (duration of the trade expressed in amount of hours, like 3.5 hours)

- weekday filter (multiple selection allowed from sun to sat + disable filter)

- TP (0= disabled)

- SL (0= disabled)

- close on reversal (true, false, disable filter)

- mony management behavior (manual, automatic)

- manual lot size (amount of lots)

- automatic risk allocation (percentage by balance: 1%, 2%, etc...)

- magic number

I will share all the price patterns formulas after choosing the developer (as said they're all based on sequences of candles OHLC maths)

EA must work on 4 digits and 5 digits borker and ECN also.
