How to setup a Prop Firm

I need advice of someone with the knowledge of how propriety firm are setup. This will include how they pull out statistics from their Brokers Metatrader trading platform to show on their web pages. What type of technology do they use to do that, API connection or EA? How they manage to enforce the trading criteria they set for their traders e.g Daily Stop Loss, Max Stop Loss, Profit Target etc.
