Previous candle H/L break out and reversal

Can you create an EA that trades based on previous candle high and low , BUY : if the previous candle closes above its its opening price, than EA must place a Buy on the open of the new candle, if the candle reverse 2pips(optional) to sell side,than EA must open Sell trade or have a sellstop ready 2 pips below entry of the first trade. At default settings EA must close open order 5 seconds before current candle close.Vise versa for the  sell candle that closes below the opening price. This must continue. If no open trades and candle hasn't closed and the current price breaks 1 pip(optional) above or below the body of the previous candle than EA must also place a buy or sell depending on which direction price breaks . TP, SL TS ,reverse all order. I want Dynamic MM for this EA. You know. The Money management that's works as follows: use 1.00lot for $1000.00 . The lot per $1000.00   must be optional hey. I must be able to change the lots per 1000.00.
