Can someone please design me and EA for 1 hour breakouts.

Specification

I want someone to create and EA for me that is a 1 hour candle break out. 


Orders above and below the high and low of the previous hour candle and position closed at end of hour and other order deleted.  orders placed again for next candle. 


I want the order values to be 1% of account balance based on last candle size. so for example if my account is $1000 dollars 1% would be $10. the last candle was 100 points so my position size would be $0.1. We then repeat the order size for the next candle. That way i only ever 1% of account at risk. 


If we go long then the short stays in as a stop.
