Create new Alert-Indicator based on 3 other Indicators with simple Rules

I need a Indicator which is showing me an alert when 3 other Indicators are matching the requirements.

These 2 Indicators are defaultindicators which are included already in MT5.

I dont to leak my strategie so for the public description i will use Stochastic and CCI.

The rules are Simple.

1. Place an Moving Average with for example 20 Periods on the Stochastic.

2. Check if CCI with for Example 50 was on the second last candle below 0 and is on the last candle over 0.

3. If Rule 2 Matches and Stochastic is higer than the average stochastic give me an alert.

The following Parameters should be setable as input.

1. Period of Moving Average

2. Period of the Stochastic (the Indicator to use has only 1 Period unlike the Stochastic)

3. Period of the CCI.

4. Send Alert as Popup True/False

5. Send Alert as Push-Notification

6. The alert Level of the CCI for example instead of 0 it could be also 10 or 20.

It should work in Both directions for example when i type 20 it should check is CCI below 20 and now over 20 and also is CCI over -20 and now under -20.
