MT4 CANDLE SIZE INDICATOR WITH ALERT FUNCTION NEEDED ASAP

HI, I'm looking for an indicator that will display on MT4 chart in a 15 minute time frame or all time frames. I want it to show the total candle size from High to Low including the wicks. I'd like it to display the candle size in PIPS eg 23.2 pips above the candle IT MUST do decimal or it could show as 232. It MUST have a Sound alert facility that can sound an alarm and send a push notification by email or to Android (the standard in MT4). It would be good if I can choose the minimum and maximum  candle sizes that it shows or notifies me about. It should measure the candle and send the alert  as soon as the desired candle size has printed even if it's before the close (of a 15 minute candle for example). I do have an indicator that it could be based upon if I can get it working.
