Bullish and Bearish Outside Bar Indicator Arrow and Alert

Hello experts. I need a programmer who will  design for me a Bullish and Bearish Outside Bar Indicator that is accompanied by arrow and alerts for all times frames including 2 and 5 minutes. The desired requirements for my indicator are as follows;

1. The outside bar need to a strong candle which means that its body length should be more than the length of both upper and lower wicks combined. The outside bar can engulf candles with similar or opposite colors. The indicator needs to filter weak outside bars and I should not receive alerts for the same. The figures attached below will shed more light as they contain highlighted outside bars.

2. For the bullish outside bar, the closing price and highest price should not be the same i.e it should close with a wick and not flat. The same case applies to the the bearish outside bar.

3. Ema 3 will be used as a filter and therefore, it should be trending in either direction but not flat. The purpose of ema 3 is to determine the minor trend and thereby, the alert given by the indicator ought to be accompanied by a trending ema 3. The pictures attached below will also shed more light on this.

4. The purpose of this indicator is to trade the outside bar following the minor trend and that is what the ema3 does. The programmer should take this into account. 

5. The programmed indicator should be applicable to all currency pairs and time frames, particularly the 2 and 5 minutes time frames. Its pop up message need to contain the currency pair and time frame set in the candlesticks. 

6. My budget is $30 for this simple outside mt5 indicator.
