Currency Screener

I would like someone to code me a screener that is always scanning every pair.  Once it recognizes a pair has an outside Bollinger band open and close candle on 3 time frames to send an alert once the candle has closed.   Basically I should get an alert if USDJPY opened and closed outside Bollinger bands on 15 minute chart then if the 1 hour chart opened and closed outside the bands I would get a second message and a 3rd message if the pair closed outside the 4 hour bands.  

There will be times when the screener should give me an alert for more than 1 pair.  There are lots of traders than scan only stocks based on volume and trade only those stocks.  This is same concept.  I want this to scan and alert me so I can manually place orders once I get notified via alert.
